Description and Purpose

The Fulbright Foreign Language Teaching Assistant (FLTA) Program is sponsored by the United States Department of State Bureau of Educational and Cultural Affairs (ECA) and Taiwan Ministry of Foreign Affairs (MOFA) and Ministry of Education (MOE), and administered by the Institute of International Education (IIE) and Fulbright Taiwan.

 

The FLTA Program enables early-career educators from overseas to go to the U.S. They refine their teaching skills, increase their English language proficiency, and extend their knowledge of the cultures and customs of the United States, while engaging in non-degree studies at accredited post-secondary U.S. educational institutions. Along with their studies, FLTAs teach language courses, supervise language labs, and lead language table discussions. FLTAs may also act as resource persons in conversation groups, cultural representatives, attendants in language laboratories, coordinators of extra-curricular activities, guest speakers in civilization courses, head’s of language clubs, houses, tables and much more.

Program components

  1. Are for 9 months, the grant period cannot extend.
  2. May assist in or teach up to 20 hours of language classes a week
  3. Required to enroll in at least 2 courses per semester, one of which must be in the U.S. Studies; the remaining coursework should be related to their careers in original teaching fields.
  4. Are expected to facilitate cultural events, language clubs, and language tables
  5. Are required to attend two events sponsored by ECA and coordinated by IIE which will arrange flights and accommodations: 1) a U.S.-based orientation during the summer, right before the FLTA grant, and 2) a mid-year enrichment conference in Washington D.C. in December or January. This benefit may be adjusted due to COVID-19 situation.

Benefits

  1. Room and Board (offered by host university; FLTAs may be taxed for local and federal tax for what received from the university)
  2. Travel allowance: a direct, round-trip economy-class air ticket and a baggage allowance  (arranged by IIE) 
  3. Monthly stipend (offered by host university and IIE)
  4. Placement services by IIE
  5. Placement in a summer orientation and mid-year conference in the U.S., with expenses paid for travel allowance by IIE (this benefit may be adjusted due to COVID-19 situation)
  6. If selected FLTAs don’t have certificate of TCSL or not graduates from TCSL programs, FSE will support to have one basic TCSL training program (at least 100 hours)
  7. If selected FLTAs don’t have English test report, FSE will provide a voucher for taking TOEFL(iBT). The score report of TOEFL(iBT) or IELTS tested by 2024 January should be submitted.
  8. Prospective Fulbright participants should be aware that public health conditions, availability of consular services and travel, as well as U.S. institutional operating status and policies may affect their ability to travel to the U.S. and participate in academic programs

Eligibility Criteria

Applicants are eligible who:

  1. Are physically present in Taiwan during the year prior to the grant
  2. Possess the equivalent of a U.S. Bachelor’s degree with a good academic record (Master’s degrees are highly desirable at many institutions); Bachelor degree has to be received by June 2025.
  3. Are teachers or trainees in the following fields (not limited to formal or informal teaching; TCSL and TESL are preferred when all factors are equal)
    1. Teaching Chinese as Second Language
    2. Teaching English as Second Language
    3. Language Teaching related fields
  4. Possessing the language and cross-cultural communication skills necessary in an international workplace.
  5. Hold a valid passport. Are required to secure visas in time for host institution reporting dates. Failure to do so may result in the loss of the assistantship.
  6. Clearly demonstrate maturity, dependability, integrity and professionalism
  7. Be outgoing and dynamic individuals with a great sense of humor
  8. Meet the Grant Conditions and Provisions (Eligibility & Visa)

Applicants are Ineligible who:

  1. Are currently teaching, studying, or conducting research in the U.S. 
  2. Have received Fulbright Student Grant twice (Under J visa)

Other Requirements:

  1. The duration of grants is for 9 months. The grants will start in August, 2025, and end in May, 2026.
  2. All other factors being equal, preference is given to applicants who has submitted all of the documents.
  3. During the grant period, the grantee must submit a research or reflections article to FSE’s Online Journal Research & Reflections

Application Procedure

Apply online no later than October 1, 2024. For application information, please refer to: Application Instruction (PDF)

Submit the hard copy of the following required documents to Fulbright Taiwan. (postmarked no later than October 1, 2024)

  1. Hard copies of your completed on-lined application form (filled in English, including application form, English CV, Chinese CV (the translation version of your English CV with your cell phone number and mailing address, to deliver the notification letter via post mail after the nomination list is confirmed.), English transcripts for all degrees (university and post-graduate), degree certificate, certificate of enrollment or employment certificate, iBT/IELTS score report or appointment confirmation, and passport copy.)
  2. Three English recommendation letters in sealed envelopes (not if completed online)
  3. One copy of authorized transcripts for undergraduate studies and for graduate studies in sealed envelopes (including for exchange studies; MUST be in English for IIE); “sealed envelopes” means that you have to ask school to stamp on the flap of the envelope to prove that the transcripts are authorized by school. Or, an official e-transcript emailed by the university to our foundation directly if the university is located out of Taiwan.
  4. Certificate of degree for all degrees earned (MUST be in English for IIE); foreign certificates of degree must be authenticated by Ministry of Foreign Affairs (MOFA). For more information, please visit MOFA’s website. All certificates of degrees will be sent to IIE.
  5. Certificate of enrollment. If school cannot issue the certificate by our deadline, please submit a copy of your student ID card (both sides). Applicants should submit the certificate of enrollment by November 30, 2021.

FAQ

If the applicants fail to meet the minimum requirement of English proficiency or do not receive standardized test score report(s), the applications still can be submitted (by Ocotber 1st). The selection committee will decide if the applicants are qualified for being granted and allowed to re-take standardized tests after the interview.

IIE will place FLTAs based on the requests of the host institutions and the FLTAs’ personality, capability, iBT/IELTS scores, etc. FLTAs cannot decline the grant due to the host universities’ backgrounds.

Our Foundation is in charge of documents required for visa application, including DS-2019, visa fee waiver, and the administrative procedures of visa application. It’s not the host institutions to issue DS-2019s to Fulbright grantees. 

Fulbright Program does not offer J-2 visa to dependents.

1) In the grant period, grantees have to submit at least one research result/reflections report to FSE Online Journal (in Chinese or English)

2) After completion of your grant in the United States, you should return to Taiwan for at least two years before being eligible to apply for temporary worker (H), intracompany transferee (L), fiancé (K) visa, or immigrant visa/lawful permanent resident status (LPR), so called Two-Year Home-Country Physical Presence Requirement under Section 212(e) of the Immigration and Nationality Act. Within the two-year period, the grantees are allowed to apply for tourist visa, student visa, and other non-immigrant-non-employment visa to attend conferences, travel or study in the U.S.

October 1, 2024——Deadline of application 

November 14-15, 2024——A Selection Committee (academic peers from a variety of disciplines and Board members) reviews all documents and research proposals 

Late December, 2024——The Selection Committee recommends a nominee list to FSE’s Board. Applicants are notified by our Foundation of nomination/non-nomination after the Board meeting. 

January, 2025——Fulbright Taiwan submits the approved nomination to IIE for technical review and to J. William Fulbright Foreign Scholarship Board (FFSB) at Washington D.C. for final approval. 

March, 2025——Final approval is released from FFSB to our Foundation.

April, 2025——IIE starts to work on placement.

May, 2025——Pre-Departure Orientation

June, 2025——FLTA Workshop (returning FLTAs sharing experience)

August to September, 2025——Grant starts

Selection Procedure

Mid-November

In the end of November (tentatively scheduled on November 14-15th  2024), a Selection Committee (academics, Board members, and staff) reviews all documents, conducts oral interviews with applicants and recommends a slate for final selection by Fulbright Taiwan’s Board. Applicants who can’t physically present for an oral interview will be deemed to waive.

End of December

  • Applicants are notified by Fulbright Taiwan of nomination/non-nomination at the end of December after the Board meeting and their nomination is also sent to the J. William Fulbright Foreign Scholarship Board (FFSB) for final confirmation. IIE will provide services for applying host institutions simultaneously.
  • The grant is then subject to:
    1. Approval by the J. William Fulbright Foreign Scholarship Board (FFSB)
    2. The candidate’s placement with a U.S. institution approved by Fulbright Taiwan

April of the grant year

Final approval is then normally received by Fulbright Taiwan in April and conveyed to grantees as soon as received.

Note: All Taiwan grantees traveling to the U.S. must hold a J-type visa for academic and cultural exchange programs.

FLTA Story Book Series

The authors of the FLTA Storybook Series are from the Fulbright Foreign Language Teaching Assistant (FLTA) program administrated by Fulbright Taiwan, which enables educators from Taiwan to assists in Chinese teaching in U.S. colleges and universities for around 9 months. In addition to teaching language, FLTAs serve as cultural ambassadors on campus. The program has benefited many Taiwanese teachers and also American university students since 2011. Special thanks to Department of State of U.S. and Ministry of Education of Taiwan for their great support to FLTA program over the years.
